1cupattafine whole wheat flour; lightly spooned and leveled

Roast the atta
Warm a heavy kadai on medium-low. Add ghee. When melted, add atta.
Roast 8 to 12 minutes, stirring constantly, until the color is deep amber and the aroma is nutty like toasted wheat. Do not rush; raw flour taste will remain if under-roasted.
Add water
Lower heat. Pour boiling water in a thin steady stream while stirring constantly. The mixture will bubble and loosen; keep stirring until smooth and the water is absorbed, about 3 to 5 minutes.
Sweeten and finish
Add sugar (or jaggery) and cardamom. Cook on medium-low 8 to 10 minutes, stirring, until the halwa thickens, leaves the sides when you drag a spoon through, and a thin ring of ghee shows at the edges.
If it looks dry, stir in 1 tbsp hot ghee or 1 tbsp boiling water. Fold in nuts and raisins if using. Serve warm.
Notes
Boiling water is essential - cold water causes lumps. Keep a kettle ready before you start roasting.Spoon trail test - a drag through the center should hold a clean line briefly with ghee pooling at the edges when done.Jaggery version - add grated jaggery after the water is absorbed; cook on low until melted. Expect a darker color and softer set.Storage - refrigerator in an airtight container up to 4 days. Reheat with a splash of water and a little ghee on low heat until glossy.Vegan - use refined coconut oil instead of ghee; flavor is milder and finish less glossy. Add a pinch more cardamom.
