Cook the kheer base
Heat ghee in a heavy-bottom pot on low. Add drained foxtail millet and sauté 1 to 2 minutes until glossy and fragrant.
Pour in milk and bring to a gentle boil. Reduce heat to low and simmer, stirring often, 25 to 35 minutes until the millet is completely soft and the milk has thickened to a pourable kheer consistency.
Stir in sugar, salt, cardamom if using, saffron milk, and half the nuts and raisins. Simmer 5 to 8 minutes more. Taste and adjust sweetness.
Make the butterscotch layer
In a small pan, melt ghee on low. Add brown sugar and stir until it melts into a bubbling, toffee-scented mixture. Do not walk away; brown sugar moves fast.
Pull the pan off the heat and carefully whisk in milk or cream. It will sputter. Stir until smooth. If using essence, whisk in no more than 1/4 teaspoon here.
Finish and serve
Pour the butterscotch mixture into the kheer, stirring gently until fully combined. Simmer 1 to 2 minutes, then turn off the heat.
Garnish with remaining nuts and raisins. Serve warm or chilled.
Notes
Rice baseline: replace foxtail millet with 1/4 cup basmati rice soaked 15 to 20 minutes; rice may soften a few minutes sooner.Little millet swap: same quantity; check tenderness around 20 minutes so it does not overcook.Makhana alternate (vrat-friendly): roast 1 1/2 cups makhana in 2 tablespoons ghee until crisp; grind two-thirds coarsely; simmer with 4 cups milk 12 to 15 minutes; fold in sugar and the butterscotch layer. Serve warm the day you make it.Dairy-free: use full-fat oat milk and refined coconut oil in place of ghee; butterscotch layer still needs a fat.Storage: refrigerate up to 2 days; reheat millet or rice kheer gently with a splash of milk.
