Reduce the milk
Pour milk into a heavy wide pan. Bring to a gentle boil, then simmer, stirring often and scraping the sides, until reduced to about one-third volume and thick enough to coat a spoon (about 35–50 minutes).
Stir in sugar and optional milk powder until dissolved. Cook 2–3 minutes more until glossy. Cool to room temperature, then chill in the fridge at least 2 hours before freezing (avoids icy centers).
Add pistachio and cardamom
Grind the ⅓ cup pistachios to a fine paste with 1–2 tbsp of the warm milk mixture or a splash of cream until smooth.
Stir the paste, cardamom powder, optional saffron milk, optional cream, and optional rose water into the reduced milk. Simmer on low 3–5 minutes, stirring constantly, until unified and slightly thicker. Taste and adjust sugar in small pinches.
Freeze
Pour into kulfi molds, ramekins, or a parchment-lined loaf pan. Cover and freeze at least 8 hours, ideally overnight.
Unmold with a quick dip of metal molds in hot water; garnish with chopped pistachios.
Notes
Cool the base fully before freezing to avoid icy centers.Blanch pistachios in hot water for 2 minutes, rub off loose skins, dry well before grinding to avoid bitterness.Natural pista kulfi is soft beige-green; skip neon food dye.Store frozen up to 2 weeks in an airtight container; texture is best in the first week.
