Oven-puff the grain
Rinse the millet or quinoa under running water in a fine strainer until the water is mostly clear.
Soak foxtail or little millet 30 to 45 minutes in fresh cold water. For quinoa, a 15-minute soak is enough.
Drain very well, then spread on a thick kitchen towel and pat until the grains feel almost dry to the touch. A dry surface bakes to crisp, not steam.
Heat the oven to 200°C (400°F) (fan or convection; if not, use 210°C/410°F and watch earlier).
Line a large rimmed sheet with parchment. Spread the grain in a very thin, even layer. Toss with a pinch of salt and the optional 1 teaspoon oil (helps browning; skip if you prefer).
Bake 12 to 20 minutes for most millets, 8 to 14 minutes for quinoa, stirring and spreading at the halfway mark, until dry, crisp, lightly golden. If the tray is crowded, split across two sheets.
Cool completely on the sheet, then break up clumps. Taste: grain should snap, not bend.
Make the jhal muri (last minute)
In a large wide mixing bowl, combine the cooled puffed grain, peanuts, onion, chilies, potato if using, and cilantro. If using cucumber or sev, add cucumber now; hold sev to the next step if you want it extra crisp.
Add kala namak, salt, chaat masala, any chili powder, and most of the lime juice. Toss gently.
Drizzle the mustard oil a few drops at a time, tossing between, until the smell is bright and balanced, not heavy. If skipping pure mustard oil, use 2 to 3 teaspoons refined coconut oil plus ½ teaspoon Kashmiri chili in place of a sharp note.
Taste for salt, lime, and oil. Adjust. Fold in sev if you held it. Serve immediately with extra lime wedges.
Notes
If you are pregnant or avoiding raw mustard oil, use a smaller amount, a trusted cold-pressed brand, or skip and use coconut oil and extra lime.
Store-bought puffed millet: skip the oven, start at the mix step with 2½ to 3 cups.
Keep dry components separate until a few minutes before serving to avoid sogginess.
Re-toast plain leftover grain in a dry pan 1 to 2 minutes if it softens.
